Can an ILR holder apply for council housing? Waiting list, habitual residence, local connection, rent support and Council Tax discounts
Short answer
ILR holders can generally apply for council housing (sponsor-undertaking exception); if you moved to the UK in the last 2 years habitual residence is checked and most councils want a local connection. Rent support now mostly comes through UC; Council Tax Reduction varies by council.

- This post is general information and does not assess anyone's personal situation. It is based on GOV.UK and the other official pages as they were on 18 October 2026. Amounts are updated each April and rules can change.
- This is for England. Housing support comes from three places: the social housing waiting list (council housing / housing association), help with rent (mostly the UC housing element) and Council Tax discounts.
- GOV.UK says you apply for council housing through your local council, you usually join a waiting list and a home is not guaranteed.
