How do I enrol a child from Türkiye in a state school? Visas, proof of address and the application timetable

Published: Last checked: October 20264 min read

Short answer

GOV.UK says state schools must not refuse a child over nationality or immigration status or ask for a passport or visa. You apply through the local council, also from abroad. A child on a visitor visa cannot enrol. Main dates: 15 January (primary), 31 October (secondary).

Who does this apply to?

  • This is general information. It does not assess anyone's personal situation. It is for state schools in England. It is based on the GOV.UK pages "School admissions: How to apply" and "School applications for foreign national children and children resident outside England" (October 2026).

Who do you apply to?

  • You apply through the local council, even for a school in another council area, if you have just moved, or if you are applying from abroad. If applying from abroad, contact the council where you will live. You may need proof of your new address and that you will live in the area before the term starts.
  • On the form you rank the schools. Listing only one school does not improve your chances. If none of your listed schools has a place, the council must offer a place at another school, usually the nearest with spaces.
  • You apply directly to the school for sixth form places and private schools.

The timetable

  • Primary (Reception): applications open in September and close on 15 January. You apply about a year before the child starts. Offers are sent on 16 April.
  • Secondary (Year 7): applications usually open on 1 September and close on 31 October. Offers are sent on 1 March. GOV.UK says missing the deadline makes a place at your chosen schools less likely.
  • In-year: if you apply after the school year has started or after moving, contact the council. It will tell you which schools have places and how to apply; children usually start at the beginning of the term after the offer.
  • You must accept an offer by the deadline in the offer letter, or the place may be given to someone else.

Does visa or residence status affect the right to a school place?

  • GOV.UK says state-funded schools and admission authorities must not refuse a child because of nationality or immigration status and must not remove a child from the roll on that basis. They must not ask to see passports or other immigration information as a condition of admission; local authorities should not require proof of immigration status at any stage of the application.
  • The page also lists who may attend: children under 18 who come as dependants of a parent with settled status or on a work or student visa, among others. Children on Visitor or Short-term Study visas cannot enrol at a state-funded school. Unaccompanied children on a Child Student or Student visa must attend a licensed sponsor school or college.
  • Asylum-seeking and refugee children are entitled to school whatever the outcome of their claim.

Proof of address

  • Applications should be processed even without a permanent address. The authority may ask where the family will live and accept evidence such as a rental agreement, mortgage, employer letter or GP registration.
  • An application from abroad should be treated as adequate proof of intent to move. But if no evidence of a move is given, a catchment or distance tie-break may use the overseas address, which could lower your priority.
  • An offer may be withdrawn if the child does not start on the first day of term, but only after the parents have been contacted and given a chance to respond.
